Government House,
334
Hongkong, 10th. April, 1911.
Sir,
I have the honour to acknowledge the receipt
of your letter No. 2330/1 of the 7th. instant, and to inform you that I concur in the alteration suggested in the last sentence of
paragraph 4.
2.
The extract from the local Hansard for 1909 re
-porting the debates on the Liquors Ordinance is attached.
With reference to paragraph 6 of your letter,
3.
I greatly regret the result which you describe as being the con- -sequence of the discontinuance of a rebate on liquor consumed by the troops, but I am compelled to say that in my opinion there is much force in the contention of the Unofficial Members of the Legislative Council that the cost of extra messing and recreation for the troops is an Imperial rather than a local charge.
4.
With regard to the rebate on liquor duties granted in other Colonies, I would draw your attention to the dates of the Ordinances quoted in paragraph 7 of your letter.
These have doubtless been amended as shown in *Colonial Import
Duties, 1910* (ca. 5394).
I have etc.,
(Sd.) F. D. Lugard,
Governor,&c..
His Excellency
Major-General C. A. Anderson, C.B.,
Commanding the Troops in South China.
